its simple: if your university follows a 10-point CGPA (8 points for my masters degree), simply take a ratio to get it in the 4-point scheme (in my case i had 6.8/8 which is 3.4/4)

if your university follows a percentage system (as in my undergraduate degree), talk to the academics office - my college issues transcripts with a CGPA conversion scheme (4/4 for for 75%+, 3.8/4 for 70%-75% etc). your university must be having a similar scheme, though i think jadavpur has adopted a CGPA system now.

i did get a tuition waiver and living allowance for 4 yrs (subject to be reviewed every yr based on academic performance). however, i believe that this is evaluated based on the candidate's academic profile and financial background (unlike most american univs who give aid to every candidate selected for phd).
