I think you should look for the best marketing program overall. I mean, research is research. There are very few professors who spend their entire academic careers researching only one industry. Research is beneficial when it has implications that are both broad and deep for the discipline. Saying that you would pursue a school for sports marketing implies that you want to be a sports marketing researcher. While I think you can do research in the area, I really don't think that the phd program will give you special training or anything for sports marketing. This all being said, I will note that I am an accountant, and I could be totally wrong.

One other thing to note, if you got a phd in sports management, you are likely to take up a position for being a tenure track sports management professor right? That market is undoubtedly smaller than the general management market so you may want to make sure that sports marketing phds would be accepted on the job market.
