Definitely, you can. As long as you have a lot of math courses and basic econ courses, you have a decent chance of admission. And ofcourse your LORs and GRE has to be good. Only bad thing about the application might be that you cannot get academic economists to write your letter, but still you should not stop yourself from applying just because of that.
