paradox3696 just joined TestMagic.
I know someone got into Econ Phd program (rank 75-100) without GRE score. The applicant holds a master degree in both mathematics and economics from an average known US university.

While I am sure the incident you mention is true, it is likely to be a very rare on-off example which can hardly be said to set an example in any way. Bottomline: Virtually always you will need a GRE score for getting into Econ PhD programs.
