610 GMAT is too low for a PhD program. Attempt for the second time.

That's generally correct. 610 is on the lower side. But what sort of PhD are you looking for. Marketing/Econ/Finance ? The GMAT requirement will vary according to them.

On a happier note, I've seen people get into lower-ranked PhD programs with similar GMAT scores. What's your complete profile ?
