I think your weak point is not having many economic courses under your belt and your weak undergrads results. but you can overcome it by doing good masters in econ at good indian university.
SSE does not charge tuition at all, while the tuition at Toulouse is pretty low I believe. What you said could be true for programs in the UK

If you're interested in Ireland, I'm pretty sure either of Trinity College (no links under 30 posts, but go to tcd.ie/Economics/postgraduate/msceconomics/admission.php) or UCD (ucd.ie/economics/graduateprogrammes/ma/) would accept you to their master's programmes.

Get top-notch grades there (or in similar institutions like LSE, Warwick, Oxford, Cambridge, Toulouse) and with a highly-quantitative background you could be looking at getting into a Top 20ish economics PhD programme one year later.

Yea, Ibid, we should start touting UCD and Trinners for their Master's programs, they send a few to the US every year, and are not difficult to get into. J. J. Heckman is adjunct faculty at UCD...
