There are other theory-type development people on campus, too: Ethan Ligon, David Levine (not the Wustl David Levine, the other one), Paul Gertler.

Ghatak is arguably the best development theorist in the world today. And he partners with Tim Besley at LSE very productively. You definitely want to consider LSE for theoretical development work.
