Profile Evaluation: Trying to find programs below the top 25

From what I have seen on untitled's graphs and such you stand a really good chance at getting into Irvine with money. Davis is a bit harder but still worth applying to. (You have a better GPA than me and I was thinking of applying, only advantage is I am Cal resident so cost less to fund)

As for Washington, I think I remember a quote on this forum about Washington that read something like "Their policy of not funding anyone who isn't a nobel prize winner" There are quite a few people that got into there if you go through the profiles and results. Untitled goes there I think, you could probably PM him.
