Is there instate bias?

Is there a instate bias at admission process or funding process?

at admission:
better information about local "no name" colleges compare to a similar level out-state college

at funding:
support a in-state student is easier on the budget cuz the in-state tuition
probably waive 2 out-state tuitions = waive 3 in-state tuitions

no one in my year is in-state and the difference between in-state and out-of-state tuition is ~15k per semester...and unc is not known to be a rich department. just sayin'
