As for the Canadian schools you were considering.
Toronto is by far the best of the ones you mentioned. My guess is it is would be ranked 30-35 in the states. McGill might be knocking on the door of the top 50, and concordia and york are further down.

For other Canadian schools, UBC is better in a lot of respects than U of T, and queen's and western are generally considered to be better than mcgill in grad econ.
