I have to say, that is one of my least favorite methodologies ever. One-quarter of the ranking is tied to the Nobel Prize (10% for alum winning the prize, 15% for faculty winning). For alum, it gives the most credit to alum who received their degrees between 1991 and 2000. I don't even think there are any Nobel Prize winners in economics who received their degrees in 1991 or later. More importantly, I think the Nobel Prize is too rare (and too irrelevant to the quality of instruction) to account for such a large fraction of the rankings.
