Evaluation please.....MA/Msc or PhD?

My goal is to go to a top 20 school in economics in the future, and I'm considering some MA and Ms programs. Would doing well in these programs boost me into top 20 programs? and would it be possible to get funded master given my profile?
I'm hoping someone could give me an idea of some good schools to which I should apply--reach, target and safety. Any suggestions would be very much appreciated. Thanks!

PROFILE: international candidate

Type of Undergrad:
BA in Economics, top university in my country, SE Asia
Undergrad GPA: 3.69/4.00, top5-10%
awarded fellowship throughout the study- will this help raising the chances?
GRE: 800(Q), 310(V), N/A(AWA) i just took the test
TOEFL: 99- 27(reading), 27(listening), 23(speaking), 22(writing)
I'm retaking toefl in 3 weeks, expecting to get somewhere around 110. My first attempt was months ago and I wasn't well-prepared (wanted only 80 to pass the minimum requirement to apply for this one scholarship- obviously unsuccessful at the end though)
Math Courses:
Math Econ I and II- equivalent to Calculus I and II(A)
Stat(A)
Econometrics (B+)
Advanced Math- Differential equation, some topology, etc (A)

Other Courses:

Letters of Recommendation: one from a math professor (Cornell PhD), one from an econ professor (Wisconsin- Madison PhD), one from an econ professor (Harvard PhD), maybe one from the depty dean (Minessota b-school with very impressive working experience)
Research Experience: financial economics
Teaching Experience: none. well i do some private tutoring, does that count?
Research Interests: maybe fin econ, monetary but these can change
statement of purpose: still working on it (mostly discussing my strengths and interest)

Concern: very low verbal score (I hope the schools will ignore it since I'm an international applicant), not very high GPA
Applying: Cornell (AEM, Ms), Duke (MA), UMich (MAE), UCD, USC, anywhere else???

Thanks
