maths_bonn 's dreams are becoming reality.
I don't want to offend u, but:

That the masters is not part of the grad school doesn't matter thtat much, as the word grad school is used a little different as in the US I think, and that is because that we didn't have the 3+2 years education system 10 years ago, but we had the 5 year route. So EVERY german student had to take graduate courses in a Diplom-programme.
Of course profs are more likely to be willing to supervise a Ph.D thesis, than a masters'. But that's fact at every research university in the world, isn't it?

Oh yeah, other courses that start at the beginnign (or short after that) of a year are in australia, but they are pretty expensive, normally.

-the Masters is non-selective (everybody with a certain grade can enter), so it might be larger than they expect
-check whether english is really sufficient or whether you need German language knowledge (not just for courses, but for registration purposes)
-the MA is not part of the Graduate school, though you have to take two classes there (the Advanced Master classes), but the focus of the Professors will surely be the PhD program

Please don't think I want to get you away from Munich, but it is early enough to investigate more options and you also should be certain of what you get yourself into.

A closing comment, yes many other programs have tution fees, but then even if this is not the US, there begins to exist a growing number of scholarships....
well, i know german, just need to improve it
ther ewill be a 1000 euro tuition which i can afford
there is no other good program like this (one year, starts summer semester)
and i dont care that much if a top prof supervises my work if i can get a lor from him.
