Health Economics--where to apply?

I am a master student now and plan to concentrate on health economics in my phd studies. Any suggestions about the universities?

UPenn, Pittsburgh come to mind............and really anywhere where you can have an emphasis on policy.

Thanks.But I am attracted to the methodology of economics to analyze health issue. Now I am not sure whether it is a good idea to stress my interest in health economics in application? Or should I make it more broad, just my interest in Econ as a whole?
