I am not aware of a list, but rumor has it that NYU and Carnegie Mellon fund all of their students. I am not 100% percent sure about this though. I also believe that any top 10 funds most of their students. When I say most I mean over 90% of students.
However, it seems to me that the fact that a school funds all students, means that they are that much more competitive. NYU for example has a reputation of next to impossible to be admitted. These are just my opinions though so feel free to disagree. |

I'm pretty sure everyone at Cornell is funded, most with fellowships, (2 years no responsibilities, 3 years TA), some with TAships, and one or two have TAships through the math department, which seem to be faily easy to get if you've a strong maths background (these jobs are mostly filled by engineers).

The only school I've ever heard of that funds EVERYONE is NYU. They openly say so on their FAQ. And last year, there were TM posters saying that NYU called to ask if the person(s) still wanted an offer from NYU (i.e. weren't going somewhere better). So, NYU probably has the lowest number of offers of all top schools.
There's probably some confusion here about whether a school offers funding to all of its admits, or whether it turns out that all of the people who accepted the admit were offered funding. (By the way, I guarantee that Cornell makes unfunded offers to at least some people.) Really, pretty much everyone offers funding of some sort to many/most of the admits. It shouldn't be a consideration when applying to top 30 schools. There's no guarantee of money, but there is always money that every school has to offer to admits. Apply to where you want to go, and see what offers come up... base your decisions from there (in April, after you have offers). |

USC says in their pdf brochure (http://www.usc.edu/dept/LAS/economics/grad/brochure.pdf) that they are now fully-funding all of their grad students for five years. Apparently the university is targeting the department as one it wants to bring higher-profile academics to, and as part of this effort is giving the department more money for both recruiting and graduate programs.
The funding is either 17k (plus tuition remission, etc) for five years with TA/RA duties, or 23k for two years w/o responsibilities, then three years of the TA/RA funding. |

Everyone here (U. of Iowa) is fully supported by the department (tuition + stipend) via TAships and such funding is guaranted for at least 5 years (if you do well accademically that is). RA positions are unfortunatly rare although some do become availble every once in a while.
I can't answer OneMoreEcon's question of whether they offer aid to all their admitted or only the ones with aid decide to come, but what I do know is that right now every single student in the department is founded.
