no nsf grfp application; will this hurt me?

I messed up and missed the deadline for nsf grfp application Will this really hurt me in my applications for econ phd? I am an US permanent resident, so I guess I am expected to apply to grfp...

It's hard to say. I would guess that it affects funding decisions more than admission decisions. A program might think that if you didn't apply for NSF, then you must not need money. But I'm not sure.
