I think the mentality of most people in econ academia is such that they don't care at all about a balanced gender ratio - as a statistic. But it does add something to a department's culture, hence the job market may be particularly receptive to good women graduates. Which influences admission to graduate programs. But primarily, the changing profiles of entering classes will reflect trends in who applies.
