Will LORs from emeritus professor and lecturer make little impact on my application than professors from Econ Dept??

Rule of thumb:
*******************supports you strongly | supports you somewhat
well-connected prof _______________1_______|_________ 3
fresh-phd prof____________________ 2______ |_________ 4

where 1 is best and 4 is worst. The status of emeritus vs active is not the issue, because emeriturs professor may still publish articles, give lectures and generally be active.

Add to the above, can the professor in question give a detailed assessment of your ability/work/potential?
