a friend of mine who is at cemfi (so i don't know how trustable the info is) told me upf admits a lot (a lot!) of people to the masters program, so the environment among students become very competitive... they often invite students who are in the bottom of the class to quit the program, so you can imagine what goes on... anyways, if you like to study and can handle the pressure, go for it! it is an awesome place to be. i can't tell about the phd program.

upf does accept quite a few students for msc (link: Graduate Programme) and getting into the phd is very competitive... as far as i heard from people which did their msc there, the professors do not care about the students. not even at the phd level... however, the upf phd program has a very good reputation in europe.
