I'm from Amsterdam but please confirm my advice with your professors. Both are supposed to have the top programs in Europe. Tinbergen is really prestigious and I would guess you would be one of the strongest candidates on the European job market.. Are you funded during your first year at UPF? If you have any questions about living/studying in Amsterdam, let me know.

I was accepted at UPF, and I think Tinbergen is a better place to be if you aim to go to a PhD at the same institution. The structure of TI is great, the entering-class size is small and they have more than 120 affiliated researchers. Besides that, Amsterdam is way better to live than Barcelona (my opinion).
