What are you interests ? Tilburg is a good place for Micro theory & Mertrics. The Macro group, although not big in size, is quite productive.
However, if you intend to work in USA after graduation, I am not entirely sure which will be more helpful.

They are well placed in EconPhD and other rankings. Check their website. They have quite a few guys working on behavioral economics. C. Noussair is apparently big in neuro-economics.
This year, they placed one MPhil student in Harvard KSG. Someone else got offers from Minnesota, UWSL..... Someone from the PhD also probable got into Chicago.
