That's plausible as an explanation for why many of these professors' papers aren't in top-tier journals. (Although I'd still argue that most highly heterodox papers are appropriately rejected.) But it doesn't really explain why so few seem to be doing anything identifiable as "economics" at all -- there are still plenty of journals where one can publish, even under the stifling orthodox conspiracy.
