M.econ, I don't know if my case would apply to you as well, but I was also a PhD candidate in economics in my country last year, when I applied to a PhD Economics program in the US. I'm going to UMich this fall. I think it helped my application.

Only difference is that I never started with my dissertation after taking the comprehensive exams, and therefore, never finished my candidacy. That's because I knew that I wanted to get my degree in the US. So my advice is, if you can defer getting your PhD degree until you get admitted to a PhD program in the US, then do so. Like what everybody else here have said, once you get your PhD in economics, it's very unlikely that other econ programs would still admit your for another PhD.

iskonomist, thank you so much (moreover Congratulation for your admission, you did the best), I am seriously thinking of defering my graduation.

But, because I can not defer it for so long I should give it my best shot for the coming admission opening.

Could you possibly tell me about your GRE and TOEFL scores? Do you have any comment on the other questions whcih I've posted? what about the Math courses?

Any other comment to increase my chance, from all of you friends!, is warmly welcomed

I dont have too many years to waste. Simply not worthed in my opinion.

This guy seems to have two PhD in Economics degrees from different institutions:

unitroot 's dreams are becoming reality.
Every once in a while I look at the resumes of the economics and finance job market candidates from the top schools like say Harvard or UCLA, and I sometimes see some foreign students who already hold a PhD degree in a related subject from a foreign university. There are also some who state something like "years 1998-2000 - economics PhD candidate at University X" on the CV. So, I would say there are some people in a situation similar to yours. I don't think that being enrolled in a foreign PhD program before applying will hurt you. In fact, if you have good grades and letters, that should be very helpful.

Alexander Vostroknutov. CV

This guy had a PhD before enrolling in Minnesota (kind of scary for me). There are many others I think..

Another example of a person with a PhD at a foreign university who then got another in the US, both in Econ:
