Trying to make mom and pop proud

I was accepted to the graduate program, and have emailed hte departmental secretary and graduate program coordinator without getting responses. Is this typical? I've emailed them several times and am looking for basic information about attrition rates in the program and theyre basically ignoring me.

Don't they only accept people into their masters program, and then if you want you can continue onto their PhD program after you receive a masters degree? By the way, when I say continue onto their PhD program, I am not implying that you need to retake the core courses, but rather that you start doing research and other 3rd year stuff.
