I am mainly thinking about UC Davis and University of Maryland. One of my main interests is development, and they do not seem to be very strong in dev by themselves. So should having an affiliated agecon dept influence my decision of choosing that school? Or putting the question more simply, can I base the strength of an econ program in development by also taking into consideration the strength of their affiliated agecon program? Really confused on how much an econ student can get involved with the ARE dept.

I know arizona AREC's take classes with econ Phd students. Same thing with Berkeley ARE. I don't know much about maryland and Davis. You want to make sure you go to a program with a good or decent econ program, because Ag econ is just applied economics.

Yep, that's what I meant. Can I enter an econ program considering that I would get the chance to work with development faculty at agecon? Maryland and UC Davis is high in econphd rankings, but their econ dept does not have too many faculty (and mainly junior also), so most probably their agecon is pretty good in this field. That is why I am extremely curious about whether one can work with them entering the econ program.

Alternatively, while browsing the CVs of some of the job market candidates, I often come across people whose supervisors are from the Econ department. Hence, by logical extension, it should be quite possible for a Econ student to get supervised by an ARE professor.
