In modern (formal-leaning) poli sci departments, it matters little what substantive topics you work on. It's more important to get a good grasp of methodological tools first, and then you can do research on whichever topics that fit your interests. This is true even in Comparative Politics, where the division between regional specialists has largely disappeared.
