Where to Apply for Political Theory?

Hello,
I'm a Political Science major at an unknown university. I am graduating in the Spring and want to pursue graduate study in Political Theory next fall. I have not decided whether or not to get a masters and then a PhD or just go straight for the PhD. I'd ultimately like to teach at the university level. I'm currently looking at some schools such as UT Austin, FSU/UF, schools in the midwest and northeast. I honestly have no idea where I have any chance of admissions and am looking for suggestions.

Here are my stats:
GPA: 4.0
GRE: V 670, Q 730, AWA 4.5 (ouch, is that going to cause serious problems?)
Research Experience: none really, I'm currently working on two projects but neither will be written in time to send as a writing sample (I do plan to discuss them in my statement of purpose, though).

Any help regarding what schools with a strong theory program might accept my stats would be greatly a appreciated!
