    (B) who have
    (C) which have
    (D) to have their

    A or C ?

    I think "A". It needs Subject!
    Of the thousands of varieties of bird species in North America = prepositional phase

    like the cardinal = prepositional phase

    are designated = Verb

    A) those that have
    Those = pronoun (refer to (general) birds)

    that have bright red plumage = clause

    Does it make sense?

    I think the answer is a) because we need a subject to complete this sentence. The other choices cannot be the subject of this sentence.
