B cannot be the answer. It lacks a subject. Remmember a clause always contains a subject and at least one verb. Of course there are some exceptions. These exceptions are reduced clauses. You should study this type of clause because it is often tested on the TOEFL exam.Originally posted by poli

In my humble opinion, this is not a TOEFL question because ETS does not test us the differences between British English and American English.
