TOEFL tests for capital/non capital letters?

how do you think is it just a capital vs non capital letters in this question or some more complex grammar rules?

 

1. Portland, [the] largest city in Oregon and [seat] of Multnomah County, is located in [northern] part of the state [on] the Willamette River.

 

2. According to all [findings] [to date], the [known] universe consists almost entirely of [the hydrogen].

no I don't think so.

1. Portland, [the] largest city in Oregon and [seat] of Multnomah County, is located in [northern] part of the state [on] the Willamette River.

"Part" is a count noun , therefore it needs a determiner. C is the answer , I think.

2. According to all [findings] [to date], the [known] universe consists almost entirely of [the hydrogen].

We do not use any determiner before substances or gases. The answer is D ( leave out "the" before "hydrogen").

First, these are my questions, right?

 

Second, TOEFL does NOT test spelling or punctuation.

 

Third, Harbinger, as usual, is correct!

 

Finally, seat in this sense is the "important location" of a country, much as a capital is the "important location" of a country. From m-w.com:

 

seat: 3 b : a place from which authority is exercised
