Okay, here's the difference between a and the:

When we use the, that means that we can identify the noun.

When we use a, we cannot identify the noun.

Since we are not talking about the specific devotion of a person, we should use a.

BTW, some good news: TOEFL doesn't explicity test the difference between a and the. This question came from a practice book, right? Not an Official TOEFL book, right?
