    I know why we use (2) but why dont why use (1) ??

    in my opinion...

    (Born in 1924, Shirley Chisholm became the first African-American woman) they are both same until now.

    1) who (was) elected to the Congress of the United States.

    There should be (was) to make the sentence passive. because she is not electing someone, she is being elected by someone.

    If i am wrong pls le me know

    Born in 1924, Shirley Chisholm became the first African-American woman to be (= who was) elected to the Congress of the United States.

    Please see the book of Thomson and Martinet, page 84 (a relative clause replaced by an infinitive of a participle)

    The rule is given below. From book
    " Building skills for Proficiency (Cesur ÖZTÜRK) "

    'To'+ Infinitive For Active or passive Constructions.

    Relative clauses containin the following structures are replaced by infinitive phrases:


    1. Ordinal numbers: the first, the next ...

    Mike was the last person who arrived
    Mike was the last person to arrive


    2. " the only "

    Mike was the only civilian who was allowed access to the military camp.
    Mike was the only civilian (to be) allowed access to the military camp.


    3. the superlative form

    This is the largest ship which was built here last year.
    This is the largest ship (to be) built here last year.

    4.relative clauses containing modal auxiliaries.

    He is not a man who can be trusted.
    He is not a man to be trusted.

    The procedure which will/should/must be followed is simple.
    The procedure to be followed is simple.
