because "to which" is directed to mississippi--- means the place where he was

I think not. To which refers to office, or I suppose stictly 'office of Senator from Mississippi'.

who was the first black member of the united states senate => ADJECTIVE CLAUSE reduced to APPOSITIVE
which was an office => ADJECTIVE CLAUSE reduced to APPOSITIVE
which he was elected to in 1870 => ADJECTIVE CLAUSE

When the VERB in an ADJECTIVE CLAUSE contains a necessary PREPOSITION (elected to, driven from, etc...) that PREPOSTION may be removed from the verb and placed before the ADJECTIVE CLAUSE CONNECTOR ("which" in this case), provided the OBJECT the PREPOSTION is refering to (in this case "an office") comes right before the ADJECTIVE CLAUSE CONNECTOR.
