I chose 1.d because "civilian" is a countable noun. However, I think my friend's question has a problem, it lacks one connection. Please tell me whether or not I am true.

The sentence is correct either way, actually. "That" is optional. There's a researcher at UCSD (Vic Ferreira) who has done extensive research on when and why speakers say or omit "that."
