The answer in in error. You cannot say 'blame . . . to'
The pattern is 'Blame (somebody/something) for (something)' or
'blame (something) on (somebody/something). An academic English

According to the key, the wrong part is [for], but why?

'For' is wrong. It should be 'on' because the cause of the lower production is the severe shortage of raw materials and frequent strikes by workers.

Should be "A typical". "bone" is a noun (and the subject). "bone" is countable and singular. Countable, signular nouns require an article.

I don't think this type of question will be on TOEFL. Here "westerly" is being used as an adverb. The adverbial meaning of "westerly" is "situated to the west". "westerly" as an adjective means "coming from the west". So this is basically a meaning question really.

Possible change: "from the west"

3. The incubation period of tetanus is usually five to ten days, and the most frequently occurred symptom is jaw stiffness.

the answer is C.

Should be "occurring". "occurred" is passive, and we need active:
"The symptom which occurs" = occurring symptom
"The person who talks" = talking person
etc...

I just want to make a little comments in this old thread that no one bothered correcting it..ok.. #1.the answer here would be D....there nothing wrong about the structure, but something wrong with the choice of word in describing a bone... swelling applies only to the soft tissue and bone is a hard tissue...if you seen a femur (thigh bone) of a human cadaver, chicken. you will notice that there are bumps at the end..it is sticking out, so it's protruding from the rest of the bone surface...protrusions is the right word here. # 2. I will agree here... #3. again a wrong word choice...the right word is COMMON....it will make up the phrase the most frequently common symptoms.....hope it helps
