Can someone help me to solve this problem please:

3. The Consumer Price Index in the United States ______ the inflation rate.

as the primary indicates
is the indication primarily
primarily indicates of
is a primary indicator of We need a few things: A main verb, correct word order, and correct word form.
Why dont we use primirily indicates of instead of using indicator because it mentions to someone?

We can use "primarily indicates" but not "primarily indicates OF". We use "of" with "indicator", the noun, and not with the verb.
