If you are taking TOEFL-IBT you can take notes during exam.

Note-taking during the listening section was NOT allowed on the PBT (paper-based TOEFL), but is definitely allowed on the new TOEFL (the iBt), which is good since all of the conversations and lectures are several minutes in length. They will give you as much paper as you need (and pencils)...

McQueen is right. The questions appear AFTER the lecture, and you cannot listen again. Note taking is the main skill for listening section.

As other fellows just mentioned, note taking in IBT TOEFL test is allowed. But you should be very careful about that because during the note taking you may lose your concentration on important stuff that is mentioned in the listening.
I recommend you to have a very brief and short style, like abbreviation, so that you don't lose your concentration. Writing the whole words and phrases is kinda distracting.
