We cannot imagine that the woman means the train will come soon through the conversation, just because there are not significant evidence proving where they talk in.

On the other hand, we may think that her intention is to ask him to wait by the phases "in just a minute" and "please take a seat".

However, I agree with you it is a very tough question and will not appear in the real test.
