unreal past unclear interpratation

I heard the following passage during the listening section A: I could hear the birds singing if the the traffic weren't so heavy. As usual there are for options to select on from, I 'll put here the problematic ones only: 1.It's too noisy to hear the birds now. 2.He can hear the birds over the noise of the car. I've selected number 1 since a simple past condition means that the inverse is real in present. But the software that I use has selected number 2 !! thanks

It's definitely choice 1.
