toefl in the usa vs other countries

I live in the usa for many years, and I took toefl many times, but every time I am short 2-3 points in speaking or writing. I am wondernig if there is any difference taking toefl exam in the usa vs other countries. I mean since we live in the usa and people who grade our exams expect us to be perfect. I understand toefl exam is the same all over the world but my question is regarding grading the exam. Any body had any experience taking the exam in the usa and in the non english speaker countries. Did they see any change on grading. please share your thaughts.

It does not matter where you take the test, all the answers are "rated" in the U.S.

i have he same problem too. i've taken the test a couple of times already and everytime i get the same result in speaking and writing. they always said that i have some error in grammar but it does not affect my score. i don't understand why they keep telling this and still i can't get the passing score in speaking.
