Sometimes 3, sometimes 5 passages?

Can someone explain me why some people gets 3 passages and why some people gets 5 passages on reading and listening.. That is not fair. It is harder to do 5 passages.

You might get 5 passages on reading instead of 3, or 3 listening sections instead of 2. It happens because ETS is testing the difficulty of questions for the future tests. After gathering this statistics, they establish these questions as "original" for next generation of takers. Therefore, the if you have 5 passages instead of 3, two of them will not count, but you will not know which ones.
