Probably your best bet for completely free material is YouTube. If you go there and search for "TOEFL speaking" or "TOEFL Speaking Tips" or "TOEFL Speaking Practice" you'll actually find a lot of very helpful tutorials from instructors - all of it free.
For example, check this link for search results for "TOEFL Speaking Tips". Hope that gives you some good free practice! Best, ~ Jason

Oh - and I forgot...
There is a 100% free speaking test located here (and it doesn't involve any dubious sign-ups or registration or anything like that - the questions are right there and linked to a 100% free recording facility). I don't score or give feedback for the submissions for this free test, but there is the benefit of comparing your responses with 100s of other test takers! :-)
