Is there an instruction ask to you begin answer for every qu

I am confused about when should I begin to answer the question. Is ther any signal to tell you to begin talking, like a BEEP? Or just start talking right after the question?

A recorded voice will instruct you to start answering after the beep.Then,you should start answering and stop when you hear the second beep.
