I belive it is an important question because many of us are not sure which one to take. While ibt Toefl is harder than cbt Toefl, the TSE is much harder than ibt Speaking. If you need to take speaking score, it might be better to take the ibt. This is only my opinion, but the passing rate: meaning people who get 50 or more in TSE is about 14%. While I don't have the data for number of people getting 26 or more, it should be more than 14%. I guess I have to wait for the official tally from the ETS.
