[V] Why 2 yrs expiry for all these TSE, TOEFL & IELTS? Shouldn't we know the purpose of it? Does our English standard decrease after 2 yrs? Why can't we use the cirtificate after that?

Well, I think the rationale is that you could lose your acquired ability during that time. And it's not necessarily the case that the certificate or score report is no longer usable--it's that the agencies will not report the scores. So maybe if you already have the certificate or score report, the school might accept it.
