I have a average of 82% [India, they dont give GPA's]
2110 in SAT I (m-800, cr - 640, writing- 670)
Am yet 2 take my SAT II's

Judging by this [I will get the recos etc.,, no problem] which UCshould I apply to?

Also am a US citizen, but have studied for the last 10 yrs in India
Am I an international student?

-- Until we know your SATII scores it would be nearly impossible to know --

The UC's put more weight on SATII's than on the SAT I.

Are you a permanant resident of the United States? If yes, you will likely be considered a U.S. student, which for you, will boost your chances at nearly every college in the U.S.

If you take the TOEFL, you are going to need to explain on your college app that you lived in a foreign country several years and haven't had any more exposure to English than a foreign-born citizen.

You should and likely will apply as a U.S. citizen. I would ask your guidance counselor or an admission counselor from a college you're interested in if you would be considered a domestic applicant, just in case there is something that might qualify you as an international student.
