Student Loans for Internation Students with a Permanant Resident as co-signer

Does any one know of list of lenders that give loans to international students, with perm resident as co-signor, for Devry University's Keller Graduate School of Business?

My friend, who needs this info, contacted Citi and Chase and they said Devry is not on their list of "approved" schools.
