Can F1 students be elegible for instate tuition if their financial sponsor is a U.S citizen or a green card holder?

Thanks paradox - I found this petition on GSU's website. Could you tell me if this is filled with documents relating to the financial sponsor/guardian who is a green card holder. Can the student be elegible for in state?

paradox is right. if you are f-1 you are out-of-state. there are no exceptions I know of. Further, there are no tax benefits for the sponsor of an f-1
