From what I read from the main page of ARE program of Purdue:
Graduate School Admissions (http://www.agecon.purdue.edu/graduate/admissions/index.asp)

1 requirement for International applicant is "Master's Degree Completion".
Does it mean that in order to get into the ARE PhD program of Purdue, I need to have a master before that?

That seems to be what it says, but I think you should contact the program coordinator, she is really helpful and that would be a good one for her to answer.

I would second EconForeThought's answer. While it is necessary for many internationals to have a masters degree before getting a PhD in the US, there are definitely exceptions so contacting the program would probably be the best course of action.

you should have a master first, otherwise your will be enrolled in ARE's MS program if possible

MS in econ or related program is generally required for ARE PhD.
