The sentence conveys that darwin didn't really acknowledge the idea of race, so the first blank can only be filled with " require, apply or subsume" and rest two don't fit.

Now, for the second blank, it emphasizes that the central idea of species which normally should have been given more consideration was also not taken in to account in his method, so second blank cannot be measurment & validation bcoz these two mean that species idea was actually seriously considered in his method, which is not the case so what fits best is "convenience", or the central idea of species was just a mere convenience in darwins method.
